I would switch your coax between your a99 and dual band jpole the bigger coax would probably have less loss for the higher frequency that the jpole uses de W9US
also what your reasoning on the 2nd ground rod so far away ?
usually if you want to put multiple ground rods you drive them 8ft. away in a triangle and connect them together with at least 6ga. bare wire also if your not thermic welding the you should be using a anti corrosion paste and the rods should be totally under the ground atleast by 2 in.

You do NOT have propper grounding. The way your set up will have major damage with a lightning strike. You need to bond your electrical ground and your antenna grounds together.
Internet access depends on power to either telecom central offices or broadcast towers and usually both. If commercial power is down, those facilities rely on battery backup or generators. If those power sources go down, nobody has internet.

Why were the 3 radios grounds disconnected during storms, isn’t that when you need them connected?. I can see disconnecting the pl259’s

Nice install. I used to do Commercial Two-Way Radio installs. That one ground rod you have should be sufficient. If you wanted to you could put a ground rod under the CB antenna and tie the two together but you said you have a French drain under there. I think that other ground rod is too far away for the effort vs benefit. I’ve seen some questionable installs over the years. Yours looks good man.
